Firstly, I would like to say, props to you Bote for posting all of these. It is no small endeavor and gives people a good idea where to start for gearing. That being said, I have a few things that might warrant consideration:

1 - Bote made a two EXCELLENT points that every new tank should take to heart. Firstly, defense is useful after 490. While not, point for point, as valuable as some other stats, it should never be considered a waste. Secondly, bring a set of DPS gear. Even if it is a bad set of DPS gear, you will be doing many times the DPS you could ever hope to achieve in your tanking gear. Frequently in Kara there are 2+ tanks in a group. However, many boss fights only require 1 tank. Don't be a wasted slot, it’s a disservice to yourself and the raid.

2 - I would have to disagree with your suggestion on hit rating. Without any threats stats in this level of gear, a tank should be putting out 600-700 TPS consistently in good conditions. Minimum. It is very possible to reach a TPS as high as 800-1000. This has to do with the fact that a warrior's threat is based primarily on static threat values. If you are struggling to meet these requirements (which is a safe assumption given the fact you are reading this) don't even worry about hit, expertise, and shield block value. Focus on your mitigation stats.

3 - I'm curious behind your reasoning on the Parry, Dodge, and Block. Not that they are bad targets to hit, but did you design those to resisting crushing blows or for increasing the tank's overall survivability? If it is the former, I would like to point out that the minimum total avoidance to be crush immune (which shield block) is 27.4%. If it is the later, than remove the Block requirement. For warriors, Block has a negligible impact on mitigation (although chances are you will have a high block rating anyways).

 

4 - Here is an expanded pre-kara gearing list compiled by some of the finest warriors out there. Its an excellent thing to look into in addition to the list Bote provided above.
